Private Sector Strengthening Activity (PSSA)

Introduction

PSSA is recruiting a Technical Advisor (Policy Analyst) to support the Tanzania Private Sector Foundation (TPSF) office policy analysis efforts of the Foundation and PSSA, ensuring effective knowledge transfer for long-term sustainability. He/she will work under the supervision of the PSSA DCOP, taking a technical role, monitoring the implementation of recommendations and progress on resolutions made during various policy engagements with the Tanzania government. TPSF will actively advocate for youth interests within the reform agenda, particularly in agricultural subsectors, and ensure youth representation in relevant clusters. Technical support will extend to assisting youth associations and important private sector entities like TWCC, TCCIA, ZNCC, and others.

The Technical Advisor will ensure appropriate monitoring of policy advocacy issues, development of well-informed private sector positions and policy briefs for Public-Private Dialogues (PPDs), and follow-up on agreed PPD resolutions for effective implementation. He/she will strengthen the capabilities of TPSF, ANSAF, TSA, TWCC, TCCIA, and ZNCC to effectively engage the government through TNBC and ZNBC. TCCIA and ZNCC serve as representatives of private sector Interests in these business councils. He/she will also support establishing robust and unified private sector positions through private-to-private dialogue sessions or through technical engagements before business council sessions, while also ensuring the active inclusion of youth interests and special groups in these discussions. The capacity of these associations will be built by enhancing agency collaboration on advocacy issues and making use of various studies including those developed with PSSA support—for example, the Youth Enterprise Policy Analysis, and the Youth Financial Road Map.

Scope of Work/Activities/Tasks of Policy Analyst (Technical Advisor)

  • He/she will be responsible for promoting youth voice in various structured and sectoral PPDs;
  • He/she will support TPSF and PSSA grantees in their policy analysis efforts, ensuring effective knowledge transfer for long-term sustainability;
  • He/she will ensure appropriate monitoring of policy advocacy issues, development of well-informed policy briefs for PPDs, and follow-up on agreed PPD resolutions for effective implementation;
  • He or she will be responsible for compiling policy issues and packaging policy matters for advocating and influencing the private sector policy agenda;
  • Support PSSA grantees to develop youth policy impact bulletins that share information on how policy implementation and enforcement impact youth enterprise;
  • In collaboration with PSSA, he/she will conduct field observations, interview government agencies, and lead FGDs with partner youth members and clients, and report their findings;
  • He/she will be responsible for the development of a Policy Priority Tracker for PSSA, which will be used to inform TPSF and other private sector advocacy efforts for youth engagement;
  • Support TPSF and other private sector associations under TPSF’s clusters to conduct research-based policy advocacy and ensure knowledge transfer to relevant association staff;
  • Through TPSF, support TCCIA in developing a private sector agenda for submission in the RBCs and DRCs and guide amplification of youth voices in the PPDs.

Qualifications and skills

  • A bachelor’s degree from a recognized University in Economics, International Trade, Business Administration and or policy, or any other relevant field of studies.
  • A minimum of 7 years of work experience of which 4 years experience in policy dialogue, research, or policy analysis.
  • Experience in policy dialogue for Business Membership Organizations and knowledge of the private sector and regional integration would be critical assets.
  • Requisite skills to organize Public-Private Dialogues. Ability to speak and write clearly and persuasively in a compelling manner.
  • Ability to work in a multinational environment with diverse groups of stakeholders.
  • A sound conceptual understanding of private sector organizations and private sector development in Tanzania is essential.
  • Excellent team player with great interpersonal skills
  • Good communication, presentation and writing skills and Excellent facilitation skills
  • Able to interact with officials at the highest levels of government, civil society, international organizations and the private sector
  • Experience working with/for the private sector, policy think tanks or international organizations.
  • Good understanding of economic development factors in relation to private sector development.

Reporting

The Policy Analyst will be reporting to the Head of Research and Policy Advocacy of the Tanzania Private Sector Foundation (TPSF).

Contract Duration

The duration of the contract is one year.
